PPC/Adwords? You bet it works. Pay per click, specifically adwords, can work wonders for your website traffic.
However, you have to know where to start. You can't plop down a huge budget and expect massive earnings. That's the fast lane to going broke. For your campaign to be successful, you have to choose good terms and know what prices to pay for your clicks. And it is important to have something on the backend, otherwise you're paying for traffic that will just walk away and leave you poor.
The key to PPC, and any other traffic method for that matter, is testing. You have to test different campaigns, word use, keywords, and landing pages. If you don't see results from an adwords campaign within a week or two, then you may want to change the parameters of the campaign (keywords, phrasing, landing page, etc.)
If you don't know what to do, turn to one of the many great tools out there; most of which can help you properly set up your adwords campaigns.
So, in short, the answer to your question is: Yes, They Are Reliable.
